Railways have become a large and attractive market for a wide variety of products and services and the European Procurement Regulations for tendering, whether for prequalification or seeking bids, are specific and demanding. Clarification is required on seeking either only direct capital purchase, supply and maintain, whole life costs or more frequently in UK railways, lease costs. The evaluation, both in meeting technical specification and contractually in terms of cost, delivery, warranty, etc, requires professional procurement knowledge and experience to ensure the process delivers a ‘fit for purpose’ purchase at optimum value for money.
FCP is able to offer a capability in the procurement of medium to large purchases in both rolling stock and infrastructure including contracts negotiation, which is another one of our discrete skill-sets. Our people have been extensively involved in the determination of major contracts for train maintenance depots and for either the purchase or leasing of fleets of rail rolling stock, our clients being Northern Ireland Railways and the former Strategic Rail Authority. We are experienced in the OGC procurement process and arrangements.
