William joined FCP in 2004, after 16 years with British Rail in operations management and planning roles, followed by 10 years in consultancy undertaking and leading projects on network developments, new services, and capacity and performance. His consultancy experience includes extensive work in overseas locations including Greece, India, Hong Kong and Australia. William has made a speciality of analysis of rail network capacity, devising techniques to screen options at the earliest stages of project development. He also has a deep understanding of operations simulation, having defined and undertaken some of the pioneering computer simulations of rail networks, and continues to specify and manage cost-effective studies that link firmly into next steps in decision-making.
With FCP, William has developed the Operations Practice, achieving a reputation for timely and cost-effective delivery of projects on capacity, operations feasibility and operating costs and productivity, including Transport for London Rail Corridor Plans, East London Line Extension timetabling feasibility, and costing of new bulk freight flows. Most recently he has supported the DfT in development of the Rail Technical Strategy.
William is also active in education and training for railway operators and train planners in particular. He designed and delivered courses on train planning in a business context for TOCs, and managed a series of workshops in Traffic Management for ATOC/RSSB. He is a Member of the Institution of Railway Operators, having written several of their Degree and Diploma course core texts, and is active as a tutor for modules in train planning and operations management.
